Before taking up these cases I should be grateful to learn

your views on pouts raised in my telegrams Nos. 498 and 499.

Present position as we see it here is that until these

points have been cleared up no agreement can be said to exist

between the Japanese Government and ourselves on the right of visit for the purpose of verifying nationality of the vessels

flying the British flag. Until such agreement is reached

system of reporting etc. is not in force.

I can of course make representations on general grounds

but these are unlikely to be effective in the absence of

definite agreement.
